Personal Budgets and Direct Payments

What is a personal budget?

This section of the Local Offer aims to provide information and guidance on financial matters.

If you think that you might be entitled to a benefit or might need to take further action, you should get advice from the organisations and websites that are listed in the external links section at the bottom of this page.

Children and Young People with an Education, Health and Care Plan and/or their parent/carers have the right to request a personal budget, in order to meet the agreed outcomes written into their EHC Plan. Personal budgets are intended to give young people and/or families greater control over the resources that are available to support them.

Any parent who would wish to request a personal budget should speak with school first, as the school may already have the resource there, and would be willing to use it with the child, or they are already using it and would wish to include the child in the programmes where it is used, or feel that it would benefit a number of young people in the school so would purchase it anyway.

If this is not the case, the request for the Personal Budget should come to the Local Authority, and the allocation will come from the top up funding identified in the Education Health and Care Plan.

Personal Health Budgets

A Personal Health Budget is an amount of money that is intended to support an individual's health and wellbeing needs.  These will be identified and agreed between the individual and the relevant NHS Team.  You can find out more information about Personal Health Budgets using the useful links below.  There are also links to both general information on the NHS Choices website:
